Board of Directors

The WIRES organization is a non-profit educational and advocacy coalition led by five individuals serving on the Board of Directors. Each director receives a vote in all business matters relating to WIRES and each serves a minimum of two years.

Their mission is to educate legislative officials and the public as well as to promote awareness about the transmission business and the need for improvement across the nation.



Jolly Hayden

Jolly Hayden, who served as President of WIRES for 2011 and 2012, is Managing Director of InfraREIT Capital Partners, LLC. He was formerly Vice President of Transmission Development for NextEra Energy Resources and President and Founder of Lone Star Transmission, LLC, a subsidiary of NextEra Energy Resources.

He previously held leadership positions with Calpine and Dynegy Marketing and Trade with responsibilities including transmission origination, system analysis and market integration. Hayden has over 25 years of experience in the power sector.

He earned a bachelor's degree in electrical engineering from the University of Kentucky and a master's degree in industrial technology from Eastern Kentucky University.


Will Kaul

Great River Energy

Will Kaul, who served as President of WIRES in 2008-2009, oversees the Great River Energy transmission system that includes more than 4,500 miles of line and 100 substations covering 62 percent of the state of Minnesota.

He is a founder of CapX2020 and has served as chair since its formation in 2004. CapX2020 is a collaboration of 11 utilities that have jointly planned and are now constructing a $2 billion expansion of the high voltage grid the Upper Midwest. In 2010, he was elected to serve to represent the transmission owner/developer sector in the DOE-sponsored Eastern Interconnection Planning Collaborative.

Kaul holds a bachelor’s degree in economics from the University of Minnesota.


Paul D. McCoy

Paul McCoy, who served as WIRES President in 2010, leads contracting and procurement processes and manages the interaction of the AWC project with the PJM Interconnection. He also serves as President of Trans-Elect Development Company, LLC.

McCoy previously was Senior Vice President of Unicom, Senior Vice President of Commonwealth Edison, and led the Transmission Group of ComEd in Chicago. He has held numerous leadership positions with major utility industry organizations and was a leader in forming the Midwest Independent System Operator.

He has significant working experience with several state regulatory agencies and the Federal Energy Regulatory Commission (FERC) in a variety of formal and informal settings.

McCoy holds a Bachelor of Science Degree in Electrical Engineering from the Illinois Institute of Technology.

 

Autry Warren

Autry Warren
Vice President, Regional Customer Operations
Oncor Electric Delivery Company LLC

A former Treasurer of WIRES, Autry Warren manages community relations for  the regional cities served by Oncor. Over the past 32 years, Warren has held numerous management positions for Oncor, including Director of Transmission & Municipal Regulatory, Director of Special Projects – Rate Case Management, Customer Service Manager for the City of Dallas, General Accounting Manager, and Director of Gas Regulatory.

He is a Certified Public Accountant and a member of the Texas Society of CPAs, and the American Institute of CPAs. Warren holds a Bachelors of Business Administration in Accounting from the University of New Mexico.
